I take it this is meant to establish a sort of raison d’être for the novel? But it also establishes some other things...It sets up a story teller for what will be a sort of 'future history' parable. This is certainly a viable approach and an interesting one. My question on it is do we include it as say a prologue or do we simply use it as an internal 'theme' guide. It will make some difference in the story structure if reader knowledge of this material is assumed or if it is not expected. It also makes some difference in how this should be edited itself.
